CGIN resource adaptor entities

There are two CGIN resource adaptor entities created in VoLTE:

cginra— for CAP dialogs -
cginmapra— unused by default.
CAP CGIN RA entity (cginra)
The cginra RA entity is used in re-origination for CAP dialogs.
By default VoLTE is bound to cginra ra entity.
